This is one of reasons to inoculate young people next to 60s. Also, this younger sector doesn't know how to navigate the medical system to get vaccinated. Maybe the Japanese authorities are too meticulous in their approach to waiting for the trials to finish and evaluate vaccine results. It is important to act quickly if there is a national emergency.
